I have received an urgent telegram from the Spanish T.U.C. asking us to take "decisive action in the struggle against the arms embargo". Copy of the telegram is attached herewith, together with reply, I would like to know from you by Monday if possible, whether you would be agreeable to our endeavouring, in the present circumstances, to fix up an interview between the Finance and General Purposes Committee and Lord Halifax; the subject to be confined to the struggle in Spain and a possibility of removing the arms embargo.
