-5- It is expedient that all this should be made clear, in as much as the celebrations, which in these days of new Spanish life are enlivening the first steps of the Nation towards reconstruction, are not merely seasonal popular manifestations of joy, as might appear to be the case from the description, but indicate general tendencies of national and foreign policy. Through these ceremonies, full of traditionalist significance and revolutionary purport, which carry in procession the ancient Madonnas against a background of shipyards and blast furnaces, Franco, who knows the soul of Spain, is laying with serene wisdom the great sentimental, spiritual and economic bases of his policy of reconstruction. Franco spoke clearly to the business men and workers of Bilbao. In exchange for the little gold which the egoism of London left in the blast furnaces of Bilbao, new Spain offers the mines, industries and banks of Biscay a much more vast, noble and useful work than great industrial zones like Bilbao can find in the imperial programme of an ambitious strong nation which is again unfurling its sails for the open sea of history. As practical people, the population of Bilbao have understood and above all are happy to turn their shoulders on England which, although it dominates, does not know how to make itself loved.
