Foreign Office, S.W.1. (C 11477/193/41) 30th November, 1942. CONFIDENTIAL. Dear Citrine Thank you for your letter of the 18th November about Largo Caballero. I have now heard from Washington that the State Department announced on the 23rd November that the Spanish Ambassador there, acting under instructions from his Government, informed the Department that not only had Largo Caballero not been handed over to the Spanish authorities but that the latter had not received any offer from the Germans to hand him over. This statement confirms information obtained by Sir Samuel Hoare at Madrid that neither Caballero nor other Spanish republican leaders have been handed over to the Spanish authorities. It also appears that the Spanish Government do not want these republican leaders back in Spain, no doubt because they realise that their presence would only embarrass the Franco Government. I am however asking Sir Samuel Hoare to watch this question and if at any time any of the opponents of the present Spanish Government should be handed over I will of course consider representations to the Spanish Government.
