Dear Mr. Eden, LARGO CABALLERO. A few months ago we were in correspondence with Lord Halifax with regard to Largo Caballero, the Secretary of the former Spanish T.U.C. and one-time Prime Minister of Spain, who it was reported to us was to be handed over to the Franco Government of Madrid. We appealed to Lord Halifax for help and he very sympathetically responded by taking up the matter with the Ambassador and asking him to intervene, at the same time pointing out the difficulties in the way of influencing the Government in Spain on behalf of people of Spanish nationality. We have now received a telegram on the same subject from Dr. Negrin, and have also received a note stating that on the demand of the Franco Government he has been arrested in France and brought to Limoges to be transferred later to Spain. I am, therefore, writing to you in the hope that you will be able to take such steps as will induce the Franco Government to show clemency in the case of this trade union leader. You are alone competent to judge the situation, but it has occurred to us that it might be useful were the Ambassador to let the Franco Government know what a shock it would cause to the Labour Movement not only in our own country, but in all the Americas, in our own Commonwealth, and even in Sweden, were Largo Caballero sentenced to death. I assure you Caballero was a very popular figure among the organised workers of the whole world, and his imprisonment or execution would have a reaction very unfavourable to Spain.
