I am greatly obliged to you for your letter of 29th September in regard to the above subject and for enclosing a copy of correspondence which you have had with the Board of Trade. I note that this matter is under consideration by the Mercantile Marine Department and I hope that it will be possible in some way to make some use of the services of some of the Spanish seamen for whom we shall not indefinitely be able to accept financial responsibility.
