I.C.3. TRADES UNION CONGRESS. INTER-DEPARTMENTAL CORRESPONDENCE. From A.E. Carthy Department International To Mr H. V. Tewson. Date 20.3.40 SUBJECT. Spanish Seamen: Boat at Le Havre. Armed with our letter of introduction, Captain Arenaza had an hour's conversation, they gave him the address of the French Mission of Maritime Transport, Dean Stanley St., and advised him to take the shipowner's letter offering to engage the men to that office. If the Mission gives permission, visas will be granted. H Arenaza will inform us immediately he has been to see this body, so that if necessary we can take action. The reason he has not immediately approached the Mission is that he is first collecting acceptances from the men, and is now awaiting Grimsby, and word from the shipowner as to whether it is 12 or 13 men in all required.
