Dear Mr. Thompson, GOODS FOR SPAIN. I have your letter of the 6th instant in regard to the above matter. I think that the only circumstances in which we can send goods to Bilbao is by means of a British ship. I have been in touch with the Commercial Attaché again and he has promised to let me know as soon as they can advise us of a steamer which will be going to Bilbao. I very much appreciate the trouble to which you have gone in making enquiries, but it does seem that transhipment to Spanish steamers, particularly under present conditions, would be extremely dangerous. For the time being therefore we had better leave the matter in abeyance, and I will communicate with you again as soon as possible. It may be worth while our examining the question of sending the goods either to Santander or Gijon and I will follow up this point. Yours sincerely, Assistant Secretary.
