Sir, As London delegate of the "Comité Nacional de Ayuda a España" (National Committee for Assistance to Spain), a Committee which has been formed for the co-ordination of all the organizations engaged in Spanish relief work, and concerning which the Spanish Ambassador has recently written to Mr. Tewson, Assistant Secretary of the T.U.C., I wish to draw your attention to the sad condition of the civil population in Spanish Government territory as a consequence of the war in which they are an innocent party. Their condition during the coming winter will be considerably aggravated owing to the presence of some three million refugees who have fled from the towns and villages taken by the enemy. With this in mind, I am wondering whether you would consider putting forward to the General Council of the Trades Union Congress a suggestion for a Winter Campaign sponsored by the British Trades Unions to assist these unfortunate victims of fascist aggression in my country. I feel quite confident that with your influence and support a great deal could be done in this humanitarian and deserving cause. Needless to say, I should be only too glad to co-operate to the utmost extent possible in any scheme put forward by the Council, and I should be entirely at your disposal for any practical suggestions and assistance which it would be in my power to offer.
