We have heard from Schevenels about the shipment of goods to Spain. He cannot say anything definite about the assumed safety of vessels going to Valencia. The Spanish Commercial Attache, Fernandez Shaw, said that we knew the risks just as well as he did, and he did not seem willing to take the responsibility of telling us to send the foodstuffs to Valencia. Schevenels said that if the things were sent to Valencia they would get to Madrid where the need was great, but on the other hand food was wanted at Barcelona also. If you would prefer it, he would be prepared to have food purchased in France and consigned to Barcelona. I am writing this as no telephone message has been received from you.
