Thank you for your letter of the 29th of April in which you express your Executive Council's desire that everything possible should be done to assist the members of the International Brigade now in concentration camps in France. Our General Council have not in mind any action on this matter; it may serve to explain the position if I attach herewith an extract from Hansard for 1st October, 1941. The proposals in the appeal which has been circularised by the International Brigade Association presuppose relationships between the Government in question on a very much more cordial plane than existed in the Autumn of 1941. I think you will appreciate that the position with regard to the relationships between the British (or United States) and Vichy Governments has not improved since then.
