Egy villámháborúban az ellenség először a hírközlési és közlekedési csomópontokat igyekszik elfoglalni, vagy lerombolni. Ennek ellenére az áruszállítás nem állhat le, biztosítani kell annak folytonosságát, akár az óceánon át is. A szakmai vezetők kötelessége, hogy rendkívüli körülmények esetén is megszervezzék ezek munkáját.
