Summary:1903 1903 1900s 3 pages Year Out-patients Casualties Total 1895 20834 13078 33912 1900 18300 18260 36560 1901 18084 21361 39445 1902 20227 22929 42956 3 years 56611 62550 118961 It will be seen from the table in the margin that the total number has increased since 1895 from 33912 to an average number during the last 3 years of 39653, and if this continues it is evident that neither the available accommodation, nor the existing staff will be able to meet it. The result is very disappointing and tends to neutralize the efforts being made to promote habits of thrift. For instance, take the considerable number of people who are now called upon to repay by weekly or monthly instalments the Medical relief allowed them by the Poor Law. These people would soon find that it would be cheaper in the end to join a Provident Association, but so long as they can obtain free relief here, how can we expect the Poor Law lesson to teach them providence? It will be seen from the above that the great increase is in "Casualties" which have risen nearly 30 percent, and this brings me to Miss Brinmell's complaint which is a perfectly reasonable one, (and one that I have several times brought before the Board) the Almoner's work is greatly prejudiced by the numbers drifting in through the Gate Casualty room, without any investigation into their circumstances. The fact, also, that they obtain earlier attention is a powerful incentive to seek such treatment. -2- 378/IMSW/A/1/2/41
