THE CHAIRMAN : Sir Hilton Young, ladies and gentlemen, it is indeed a great pleasure to preside this afternoon over a Conference of so large and influential a character, the second Conference which has been held under the auspices of the Committee which is in permanent session on the subject of Maternal Mortality. It is an audience which is worthy of the subject, which excites in all of us so much concern, for the simple fact put shortly is that in the last twenty years, despite the advances in scientific knowledge, and despite the many increased facilities to combat Maternal Mortality and Morbidity, the Maternal Mortality rate remains about the same. We have before us the second and Final Report of the Departmental Committee on the subject, and their conclusions are in the main similar to those of the Interim Report. They have given us food for reflection in their analysis of statistics in certain Continental countries and also their analysis of the statistics in various districts in this country which throws an important light on the subject because they emphasise the importance of the physical condition of the mothers of this country. We have here a very large audience composed of many experts in this and allied subjects. We have with us the Minister of Health to whom we are going to listen with great attention and interest very shortly, Sir George Newman and Dame Janet Campbell and other representatives of the Ministry of Health who have given great help, great assistance to the Committee of which I am a member, in their deliberations, and we have represented here to-day all that effort which has been expended during past years in this direction, I mean the efforts of those women who serve on public bodies and those women who are concerned with the work of the voluntary organisations which have been doing so much, and have indeed pointed the way in which we may go forward.
