With regard to the second and wider objective, which relates to those who are not in Want, that objective, in our view, does not fall within the category of what is essential but rather calls for consideration from the standpoint of its desirability in relation to the country's post-war obligations generally and its available resources. (9) We would therefore wish to make it clear that that distinction between the Report's two-fold objectives and their differing order of priority has been prominently in our mind throughout this Memorandum, and that it is that distinction which leads us to the conclusion that there are two overriding considerations which must inevitably condition the measure of effect which can be given to the "Beveridge" proposals and on which the Government must take its decision before it proceeds to declare its policy. These two overriding considerations - both of which Sir William clearly recognises in his Report but which, being outside his terms of reference are not dealt with in his Report - are as follows :- (1) The order of priority of the country's post-war obligations and the place of the "Beveridge" proposals in that order of priority. (2) The economic and trading ability of this country to meet its post-war obligations as a whole. II.
