THE ASSOCIATION SUBMITS that the Regional Board should not be entrusted with the administration of the individual hospital; that the Board should be specifically entrusted with the duty of planning and co-ordinating the services; that the Board should be the channel for the payment of Exchequer monies to the hospitals; that the powers and duties of the Regional Board should only be such as are necessary for the supervision and operation of the service and such as will leave the Local Hospital Management Committee in effective control of the conduct and internal management of its hospital (or group). LOCAL HOSPITAL MANAGEMENT COMMITTEE - [Sec.11(2)] 30. The "day to day management" of non-teaching hospitals will be entrusted to new Local Hospital Management Committees. Constitution 31. These Local Hospital Management Committees will be appointed by the Regional Boards without of necessity having regard either to local interest or susceptibilities and without ensuring adequate representation from the existing Management Committees. No indication is given [Third Schedule Part II] as to the proportional representation of the various interests. Function 32. No effective control even in the internal administration of the hospital is to be given to the Local Hospital Management Committee. It is at all times subject to regulations and directions given by the Minister or the Regional Board [Sec.12(2)] and at several stages removed is subject to the requirements of the Treasury [White Paper Para. 24]. The Regional Board is to defray its costs [Sec.54 (2)] and although it may appoint all its staff [White Paper Para.23] except the medical staff, all the staff so appointed are to be the employees of the Regional Board, [Sec.14 (1)]. The duties of Local Committees, as indicated in the White Paper, (Para.23) correspond to the duties normally devolving upon a competent hospital officer! 33. THE ASSOCIATION SUBMITS that the function of the Local Hospital Management Committee requires amendment: to enable it to accept, hold and administer any property on trust, and to receive gifts and legacies; to enable it to sue and be sued in its own name; to provide it with effective internal control of the hospital or group; and in particular to enable the Committee to appoint the staff as its own employees, and in the case of the medical staff to appoint them on the advice of a Regional Panel of experts; such amendment is necessary in order to ensure the maintenance of the proper relations and mutual confidence between the Management Committee and the staff; that the Local Committee be required, where it is responsible for a group of hospitals, to establish a House Committee for each unit within the group. Further, that the constitution of the Hospital Management Committee should be amended to provide:- for the inclusion of an adequate proportion of persons associated with the existing managements of hospitals; and to enable the Committee to co-opt. 292/847/4/19
