Summary:1946-01 1946 1940s 16 pages 38. At the outset all doctors will be able to come into the service if they wish (and to practise privately also) and to have their names put on the list of one or more Executive Councils for the area or areas in which they practise without any consent from the Central Committee or from an Executive Council. Once the initial lists have been drawn up, supervision of distribution will be exercised by the Central Committee in the following way:- (a) All doctors wishing to start new practices or to change from one practice to another - wholly or partly in the public service - will normally apply to the Executive Council for the area to which they wish to go. (b) The Executive Council will inform the Central Committee of the application, of their views on the need for the new practice or replacement and on the suitability of the applicant, and of any other relevant facts; and the Central Committee, in consultation with the Executive Council as necessary, will then decide whether the practice in question is needed - to be started or to be taken over by the newcomer - and, if it is needed, will decide which applicant (if there is more than one) should fill it; they will then give any necessary consents, and the Executive Council will inform applicants accordingly; (c) This control will apply to all doctors going into an area to staff new health centres or to fill vacancies in existing centres or to take any part in the public service from their own surgeries; it will not apply to doctors, already in an area, simply changing from their own surgeries into health centre practice. (d) Questions of reasonable special discretion in cases of sons taking over fathers' practices, relatives joining existing partnerships, etc., can be dealt with under the Minister's power of general direction of the committee. /Sale 292/847/4/83
