Dear Roberts, I think we have both been trying to get each other on the telephone since your letter of August 21st. I am sorry I do not feel able to sign the appeal which you forwarded the other day. But as you will be aware it is difficult for me to act in an individual capacity without involving the Trades Union Congress. You will know that whilst the T.U.C has been associated with the Basque Children's work it has not been definitely associated with the National Joint Committee for Spanish Relief as such.
