BELL Date 31st March, 1944 Ref.No SCH/MB/5071 Aliens Restriction - Spanish Trade Union- Delegate (Manuel Urrutia Eguisquiza) Our Spanish Trade Union Group has in Milford Haven a Trade Union delegate, named as above, who is trying to organise the Spanish fishermen employed in some of the fishing companies. When the Home Office recently lifted the Aliens Movement Restriction this Spanish delegate received an extract from a Restriction Order made by the Secretary of State, Aliens Order 1920, signed Herbert Morrison, saying that the Movement Restriction in existence before the said measure is maintained for him. We understand that among a certain number of Spanish fishermen in this area only four of them have received such a communication from the Home Office. There are some 30 Spanish fishermen employed in the Company where Urrutia is working and there may be more Spaniards in other companies. This Spanish delegate cannot think of any possible motive for this special measure against him or the three other persons of Spanish Nationality subject to the same restriction. The notification received by Manuel Urrutia Eguisquiza bears the following indicative references: Gen.445/3/2 File No. U.680. 22nd February,1944. Three alternative names are given of the addressee,viz: Urrutia Egusquiza or Urrutia Egusgrusa or Urrutia Egusquiga Manuel. Would it be possible to learn from the Ministry whether this measure has been taken by mistake, or, if not, what the reason might be for this special measure against Comrade Urrutia? W Schevenels.
