The facts in the social field of the present period of Spanish life, will have to be studied in detail by the sociologists, reformers and "plan-makers" abroad; they will come to the Peninsula, either by individual initiative or sent by public institutions or by the Governments. The Catalan League of Nations Union believes that it would be interesting to canalize this flow of research students towards Catalonia, making of Barcelona the centre of the social studies of the present transformation of Spanish life. Among the reasons which make of our country the fittest place for being the see of these studies, we have on one hand the fact that the most intense experiences and the examples more suitable for being applied to Europe, among recent developments in Spain, have had Catalonia as an scene. The Centre of Social Studies of which we think, would gain from being placed under the patronage of the League of Nations. The Catalan League of Nations Union takes the liberty of asking you for a kind reception of its present proposal, which may be drawn up in the following terms: 1st. The Generalitat of Catalonia will offer to the General Secretary of the League of Nations, in accordance with the Covenant and the precedents, the creation, in Barcelona, of an International Centre of Research into the Spanish social transformation. 2nd. The organization of this Centre will consist of one building, with library and rooms of study, and perhaps with apartments for some foreign students. 3rd. The Generalitat will advance the total amount of the expenses and will finally contribute in the proportion allotted to it by the agreements reached with the institutions concerned. 4th. The Generalitat of Catalonia will appoint a delegate-manager, who will assume the representation of the Catalan Government in whatever arrangements they might be called to intervene with the General Secretary of the League of Nations. In proposing this, the Catalan L. of N. Union bears in mind that it is very convenient for Catalonia to make herself further known to the League of Nations, drawing nearer each time to the international consideration of a free country.
