I am pleased to learn from your letter of 10th that Mr. Aranaza is meeting with so much success in his efforts to secure employment for the Basque and Spanish seamen in our charge. The question whether permission can be sought for the admission of Señor Barañano's four children from France, in the event of his securing emplyment enabling him to support his family is one which had better be deferred for the time being. So many issues are involved, such as his income, the suitability of the employment, his status as a refugee etc., that clear light cannot be thrown on the subject until he has actually established himself in some occupation. Perhaps if and when this occurs, you will raise the matter with us again.
