Dear Tewson, When Senor de Lizaso, delegate of the Basque Government in England, called here recently to see Mr. Cooper he again raised the question of the possibility of absorbing in the British Mercantile Marine the Spanish seamen left behind in this country when the Republican ships were handed over to General Franco's representatives. Senor de Lizaso said that he was aware that these men were in the meantime being maintained by local Trades Councils, but he felt that unless they could get back to their seafaring employment their morale would deteriorate. I should be glad in the circumstances if you would inform me what chances, if any, there may be of finding employment for these men on ships in the United Kingdom. Yours sincerely, L.W. Burge H. C.
