As you know, there are upwards of 300 Spanish seamen in this country who were left here when, at the conclusion of the war in Spain, Franco was given possession of certain Spanish ships lying in British ports. Applications on their behalf are before S.E.R.E. with a view to their emigration to Mexico or to South American countries, and it has been indicted to us that that Committee might be inclined to expedite dealing with their cases if overtures could be made to it to that effect. I am raising this matter with you because we have got certain balances available, which are rapidly becoming exhausted, and if we could be relieved of the responsibility of these seamen (whose cost of maintenance is much higher than that of a similar number in France) it would enable some portion of the money to be released for the relief of the problem in France. If you could, therefore, make enquiries at S.E.R.E., with a view to assisting in this matter, it would be helpful both to ourselves and to the central Fund.
