Unless, however, considerable changes in local government take place, the administration of such a unit would present such difficulties that it would be better to create for health purposes a new authority by taking the County, including all County Boroughs and other local government areas contained therein, as the unit. For administration purposes small counties could co-operate either completely or for special purposes and larger ones could be divided. For instance, Rutland might co-operate with Northamptonshire whilst Yorkshire and Lancashire might be divided into one or more health areas. All Health Services will be financed by a geographical rate, aided by substantial grants in aid according to need and conditional on the provision of at least a minimum service. Grants in aid will be largest in amount when the population is relatively large and the product of a penny rate small. All the Health Services provided by the County will be under the charge of the County Officer of Health and administered by a Central Health Committee composed of representatives of the Councils of the County and contained County Boroughs in proportion to population. The officers of the service or any branch thereof should have power to form Committees to discuss, advise and present recommendations to the local health authority. The Central Health Committee will find it useful to divide itself up into sub committees of which the following at least will be necessary :— (a) Sanitary Industrial Health, Housing, Town Planning, Sanitation, Inspection of Food and Drugs, Notification of Disease, &c. (b) Clinical The work of the Health Centre. (c) Hospitals General, infectious, maternity and convalescent homes, together with the necessary ambulance services. (d) Maternity (e) Child Life Infant Welfare and Health in schools. (f) Mental Disease Where the population of the area is large it may be advantageous to appoint an Assistant County Medical Officer of Health to supervise the work of each of these Sub-Committees.
